TALK OF THE MORNING

This brings us to the next stage of the controversy -- Chapter two: MS-13:

This morning, "Fox & Friends" host Brian Kilmeade said many immigrant children who come to America "turn into" members of the MS-13 gang. In his words: "We are $20 trillion in debt. We have classrooms that are overrun ... but these kids get fanned out to working-class neighborhoods into our society. And then they have to be paid for by English is a second language. And then they got to be schooled and a lot of them sadly, in my neighborhood, turn into MS-13." http://bit.ly/2M2KIH7

THEN LATER IN THE MORNING -- PRESIDENT TRUMP TWEETED:

"Democrats are the problem. They don't care about crime and want illegal immigrants, no matter how bad they may be, to pour into and infest our Country, like MS-13. They can't win on their terrible policies, so they view them as potential voters!" The word that's getting the most traction: "Infest" Full series of tweets: http://bit.ly/2ylGU1C

Some context of the Trump tweet from The New York Times's Maggie Haberman:

"This shouldn't go unnoticed, especially after claims he was taken out of context re MS-13 before. Now it's 'illegal immigrants' and 'infesting' before he gets to MS-13." http://bit.ly/2JMcLOm

Why Trump needs to be especially careful with the family separation crisis:

Via The Hill's Niall Stanage, the crisis of children being separated from their parents on the U.S.-Mexico border risks becoming a 'Hurricane Katrina' moment for President TrumpHow so: This controversy has drawn fire across party lines and Republicans, who just a week ago were campaigning on a strong economy and tax cuts, are now asked whether they support ripping children and mothers apart. http://bit.ly/2t7p9hC

Notable opponents of the policy: Former first ladies Laura Bush and Michelle Obama; evangelist Franklin Graham; former White House communications director Anthony Scaramuccihttp://bit.ly/2t7p9hC

THE GIST OF TRUMP'S REACTION -- JUST KEEP DIGGING, DIGGING, DIGGING:

Via The Hill's Rafael Bernal and Mike Lillis, "President Trump showed no signs of budging from his "zero tolerance" border policy as a growing number of Republicans criticized it for separating children from their families." http://bit.ly/2thpoWI

HAPPENING AT 5:40 P.M.:

President Trump is meeting with House Republicans to discuss immigration. Details and what to expect: http://bit.ly/2lkK4tt

NEW DETAIL ON TRUMP'S BORDER WALL PLAN:

Via Politico's Burgess Everett, "In a private meeting regarding the wall Monday, Trump fumed to senators and his own staff about the $1.6 billion the Senate is planning to send him this fall, according to two people familiar with the meeting. Trump wants the full $25 billion upfront and doesn't understand why Congress is going to supply him funds in a piecemeal fashion -- even though that's how the spending process typically works." https://politi.co/2yp6Qtt

HOW FAR TRUMP IS WILLING TO GO:

Via The Washington Post's Philip Rucker, Josh Dawseyand Seung Min KimPresident Trump is threatening a government shutdown in September over border wall funding. https://wapo.st/2I23BYo

TRENDING -- FALLOUT FOR JEFF SESSIONS:

More than 600 members of Attorney General Jeff Sessions's church signed a formal complaint over his immigration policy. Read the letter: http://bit.ly/2K0bDWT

MUST READ

Harassment in another industry: D.C. lobbying:

Via The Hill's Megan R. Wilson, "Much like Capitol Hill, the influence industry remains dominated by men, creating an environment where women say they are often subject to harassment and worse. Unlike in other industries, however, few women have been willing to come forward to talk about it." How Wilson reported the stories: The Hill started talking to women on K Street last year. More than a dozen women gave examples of sexual harassment. The stories: http://bit.ly/2t7QmAD

FIRST IN THE 12:30 REPORT

New memo on net neutrality:

American Action Network, a conservative group aligned with House leadership, released a study on net neutrality. The gist: Their commissioned study shows that net neutrality is still a big issue for Congress. How so: "What they found is that privacy is still the top concern for Americans and, by a two-to-one margin, they say Congress should pass new legislation that applies consumer protections to all internet service providers, social media platforms, and search engines." Read the memo and the numbers: http://bit.ly/2tp9zNU
