Senate rankings: 10 seats most likely to flip
The race for the Senate has become an all-out brawl as Republicans fiercely defend their slim 51-seat majority against a Democratic Party sensing momentum is on their side.

Senate Majority Leader Mitch McConnell (R-Ky.) acknowledged Tuesday that Republicans will be facing a “storm” in the November midterms, describing the races as "a knife fight in an alley," while adding he was still hoping that Republicans would retain their majority "when the smoke clears."

Republicans still have the upper hand, as Democrats must defend 10 seats carried by President Trump in 2016, but Democrats believe they have a narrow path to take the Senate.

GOP says House votes will take place despite Hurricane Florence
GOP leaders said Tuesday they will move forward with planned votes in the House this week as they continue to monitor Hurricane Florence, expected to be one of the strongest storms to hit the Carolinas and Virginia in decades.

“Members are advised that — due to the important nature of votes expected on the Floor and in committee this week — there are no changes to the House schedule at this time,” Majority Leader Kevin McCarthy (R-Calif.), who controls the House floor schedule, emailed lawmakers.

LATEST WITH HURRICANE FLORENCE

Fun fact: Florence + the Machine have a song titled, 'Hurricane Drunk':

I bet we'll be hearing this a lot --> http://bit.ly/2x2ll31

Via The Weather Channel, Hurricane Florence is headed for the Carolinas as a Category 4 hurricane. Here's what we know:

When and where are the mandatory evacuations: Mandatory evacuations are in place for coastal Virginia, North Carolina and South Carolina. The mandatory evacuation for the South Carolina coastline is effective as of noon today. Details: https://cnn.it/2O6MkRH

When Florence will make landfall: Thursday and early Friday, but storm-force winds could start Wednesday evening.

Category: Florence is currently a Category 4 hurricane, but "some additional strengthening is possible, and it's not out of the question that Florence could come close to Category 5 status for a time."

A warning for everyone on the East Coast: The hurricane is causing dangerous rip currents and waves along the East Coast.

WOW -- VIDEO OF THE STORM FROM SPACE:

Here's what Hurricane Florence looks like from the International Space Station. Watch: https://cnn.it/2x2wOip

What to expect in the Washington, D.C., area:

Via The Capital Weather Gang, Washington is already saturated with rain, so a few inches of rain and wind could lead to serious flooding and falling trees.

Specifically for the DMV: "Depending on the track of Category 4 Hurricane Florence, a storm surge could come up the tidal Potomac and Chesapeake like a bulldozer, pushing water multiple feet above normally dry land along their shores."

And watch out for tornadoes: "In addition, quick-hitting tornadoes could form in some of the storm bands that pass through the region."

NEW — House monitoring storm: Via The Hill’s Scott Wong, House GOP leadership was weighing whether to cancel votes for the entire week, but say there are no changes for now. They are planning to go ahead with votes but will "continue to monitor" the storm. The announcement: http://bit.ly/2NAUox5

It's Tuesday. It's the 17th anniversary of 9/11, Hurricane Florence is barreling toward the East Coast and the midterms are eight weeks from today. So, you know, slow day. I'm Cate Martel with a quick recap of the morning and what's coming up. Send comments, story ideas and events for our radar to cmartel@thehill.com, @CateMartel and on Facebook.

TALK OF THE POLITICAL WORLD

Bob Woodward's book is out:

This morning, veteran Watergate journalist Bob Woodward released his bombshell book on President Trump's presidency. Buy "Fear: Trump in the White House" on Amazon: https://amzn.to/2NgAvLp

Tidbit about Pence: USA Today's Maureen Groppe writes that Vice President Pence is mentioned only a few times in the book. "As usual, Pence was staying out of the way," Woodward writes. https://usat.ly/2N2xjUy

How many copies will be printed: Woodward's publisher says 1 million copies will be printed. https://cnnmon.ie/2Mntzbb

INTERESTING TWITTER THREAD -- REPORTING IS HARD

This morning on NBC's "Today," journalist Bob Woodward told NBC's Savannah Guthrie that White House chief of staff John Kelly and Defense Secretary James Mattis are lying when they deny quotes from his new book, 'Fear: Trump in the White House." http://bit.ly/2QoEzbx

NBC's Jonathan Allen chimed in: "Woodward also said it 'happens frequently' that a source will publicly deny something the source told the author -- and suggested authors understand that sources have to. [The Hill's Amie Parnes] and I can attest to that."

And so did CNN's Brian Stelter: "People lie on the record & tell the truth on background. But how can we in the press convey this to the public?" http://bit.ly/2x3T3ol

And Axios's Jonathan Swan: "They also lie on background. A lot. Reporting is hard! And the most cunning trick of all: They also lie off the record, hoping you'll smuggle it into your copy some day." http://bit.ly/2MlEAJJ

ALSO OUT TODAY -- BILL PRESS'S NEW BOOK:

Veteran journalist Bill Press, a columnist for The Hill, just published a book titled "Trump Must Go: The Top 100 Reasons to Dump Trump (and One to Keep Him)." The book on Amazon: https://amzn.to/2Nzv4ax

17 YEARS AGO TODAY

This is still the most powerful, poignant Sept. 11 piece I have ever read:

Journalist Garrett Graff published an oral history of the 9/11 attacks, told in short snippets by those on board Air Force One that day. Why it's so interesting: It gives a very detailed account from the perspective of President George W. Bush and his staff.  If you read one 9/11 piece today, let it be this one: https://politi.co/2MmzrBk

On the president's knowledge of the attack during a Florida event: "All of a sudden it hits me: The president's the only one who doesn't know that this plane has hit the second building. It was a discomfort to all of us that the president didn't know." (Via the Secret Service's Dave Wilkinson)

On news coverage from the air: "We didn't know where we were going, but they must've been circling, because we kept watching the local feed of a Florida station going in and out. That was our tiny window into the outside world." Keep in mind: The plane didn't have satellite TV.

When Bush landed on the ground: "The guy was driving really fast, and in a Humvee the center of gravity isn't as low as you think. The president said, 'Slow down, son, there are no terrorists on this base! You don't have to kill me now!'"

WHERE WERE YOU THAT DAY?

Journalist Garrett Graff posted: "As some of you know, I'm working on turning my oral history of being aboard Air Force One on 9/11, 'The Only Plane in the Sky,' into a book that will be published next year, a full oral history of America on 9/11. I'm collecting stories from across America about what the day was like for people and what they remember. If you would, please share your own 9/11 story with me." How to share your experiences: http://bit.ly/2N7Jlfc

9/11 memorials today:

Wow, this photo isn't what I would have expected: Photo of President Trump greeting supporters on the way to the Flight 93 service: http://bit.ly/2O6uyxR

A new fear since that day:

Via The Hill's Jacqueline Thomsen, 17 years from the Sept. 11 attacks, cyberattacks have been a constant fear and threat for the United States. How so: "Airports and airlines increasingly rely on cyber networks to operate, yet there are no federal regulations specifically governing their use. Lawmakers say they are drafting legislation that would impose new standards for cybersecurity as experts argue U.S. airlines are vulnerable to attacks." Where that stands: http://bit.ly/2oZyAgs

IN OTHER NEWS

The last North Korea summit was just peachy -- let's do it again sometime:

Via The Hill's Jordan Fabian, the White House is planning a second meeting between President Trump and North Korean leader Kim Jong Un. What sparked this: Kim sent a letter requesting another summit. Where and when: Still unclear. http://bit.ly/2x5LIEr

New CNN poll -- Trump's approval drops 6 points in a month:

Via CNN's Jennifer Agiesta, President Trump's approval rating has dropped 6 points in one month. The numbers: 36 percent approve of his performance, down from 42 percent in August. An all-time low among independents: 47 percent of independents approved of the president last month, but just 31 percent still do. The full poll: https://cnn.it/2x3bJEr

TRENDING -- SOME CONTEXT:
