The Hill 12:30 Report

TALK OF THE MORNING:
Welp, John Kelly's honeymoon stage is officially over...:
What's going through John Kelly's mind: "Weeeelp." Credit: Getty

The Washington Post reported Wednesday that White House chief of staff John Kelly told Democratic lawmakers that President Trump's immigration priorities -- including the border wall -- are "uninformed." He also reportedly said that the U.S. would never construct the border wall and that Mexico would not pay for it. http://wapo.st/2DuX5vf
THIS A.M. -- SO NATURALLY, TRUMP TWEETED ABOUT IT:
President Trump said that his vision of a border wall with Mexico has "never changed or evolved," pushing back on his own chief of staff's comments. He tweeted: "The Wall is the Wall, it has never changed or evolved from the first day I conceived of it. Parts will be, of necessity, see through and it was never intended to be built in areas where there is natural protection such as mountains, wastelands or tough rivers or water." He also tweeted -- 280 characters, mannn: "The Wall will be paid for, directly or indirectly, or through longer term reimbursement, by Mexico, which has a ridiculous $71 billion dollar trade surplus with the U.S. The $20 billion dollar Wall is 'peanuts' compared to what Mexico makes from the U.S. NAFTA is a bad joke!" http://bit.ly/2EUotzN

It's Thursday -- the Olympic games start three weeks from today!! *pulls out American flag attire* I'm Cate Martel with a quick recap of the morning and what's coming up. Send comments, story ideas and events for our radar to cmartel@thehill.com@CateMartel and on Facebook.

ANNOUNCED THIS MORNING:

One step closer to getting gummy bears delivered to me via drone ;)
Amazon announced its list of candidates for its second headquarters. The cities are mainly in the Midwest and South. How many applications they received: 238. They chose 20 from that list. http://nyti.ms/2ESEB4D

The 20 cities that made the list --> http://amzn.to/2DhORDa (heyoo, Washington, D.C.!)

Keep in mind: "Although it received bids from regions in Mexico, Amazon narrowed its finalists to just Canadian and American cities." http://nyti.ms/2ESEB4D

Basically, you do you:
The Trump administration just created new protections for health workers who have religious and moral objections to certain procedures, such as abortion or assisted suicide.  How: The Department of Health and Human Services (HHS) will create a new division under the Office of Civil Rights (OCR) responsible for investigating complaints filed by workers claiming that their employers have violated their religious rights. http://bit.ly/2DpG0nf

LATEST WITH THE GOVERNMENT SHUTDOWN  DRAMA:

What's more fun than funding the government? Funding the government one month at a time with a ticking time bomb each time! (screams internally):
House Republican leaders are within striking distance of securing enough GOP votes to pass a temporary spending bill to prevent a government shutdown, which would shift the funding fight to the Senate. But they aren't out of the woods just yet. http://bit.ly/2Dgg6xL The situation:
DETAILS OF THE BILL:
It would fund the government through Feb. 16, but also includes a six-year extension to funding the Children's Health Insurance Program. Oh and: It would also delay three ObamaCare taxes, something that was added to attract more conservative support.

This a.m. -- Trump has a few thoughts about the children's health funding: President Trump this morning appeared to break with GOP congressional leaders. He tweeted: "CHIP should be part of a long term solution, not a 30 Day, or short term, extension!" referring to the Children's Health Insurance Program. http://bit.ly/2mNRHJh

^^Yeah, but: "Trump apparently not aware the short-term deal includes a long-term extension for the children's health insurance program." (From NBC's Peter Alexanderhttp://bit.ly/2FNY2wV

How this tweet threw Congress into chaos: The president undermined his own party’s plan to avert a looming government shutdown after tweeting that a key Democratic bargaining chip shouldn’t be attached to the funding package. Gulp: The 17-word tweet threw Capitol Hill into a state of confusion ahead of what is already expected to be a tight vote in the House Thursday night. http://bit.ly/2DLpAlZ

JUST NOW — The White House *hearts* the bill: The White House on Thursday reiterated that President Trump supports stopgap spending legislation backed by House GOP leaders, an effort to clear up the confusion. In a statement: "The president supports the continuing resolution introduced in the House,” White House spokesman Raj Shah said. “Congress needs to do its job and provide full funding of our troops and military with a two year budget caps deal. However, as the deal is negotiated, the president wants to ensure our military and national security are funded. He will not let it be held hostage by Democrats." http://bit.ly/2ESZfln

WHAT DEMOCRATS WANT -- DACA:
Via The Hill's Alexander Bolton, Senate Democrats are taking a harder line on backing a short-term funding measure that does not protect immigrants known as "Dreamers" from deportation. What we know: Four of the 17 Democratic senators who backed the temporary spending measure in December without immigration issue have said they won't do that again. I.e.: Republicans are getting nervous. http://bit.ly/2EVfhey

Yesterday -- Trump had a few thoughts about DACA: President Trump bashed a bipartisan immigration proposal, raising fresh doubts about Congress's ability to strike a deal to save DACA. In an interview, he called the Senate proposal "horrible" on border security and "very, very weak" on reforms to the legal immigration system. "It's the opposite of what I campaigned for," Trump said. http://bit.ly/2DhfyYL

HOW MANY GOP VOTES LEADERSHIP CAN LOSE:
Leadership can only afford to lose 21 Republican votes and pass the funding bill without Democratic support, according to the majority whip's office. http://bit.ly/2Dgg6xL
WHAT THE FREEDOM CAUCUS WANTS -- DEFENSE SPENDING, IMMIGRATION BILL VOTE:
Many members of the House Freedom Caucus are vowing to oppose the spending measure unless leadership commits to putting a conservative immigration bill on the floor and boosting defense spending. How many GOP votes: For context, the Freedom Caucus has about three-dozen members. http://bit.ly/2Dgg6xL
WHIP LIST -- BOOKMARK THIS PAGE:
The Senate vote to keep the government open looks like it will be tight. Here's where each senator stands -- it's constantly updated: http://bit.ly/2De3t6r

What exactly happens if the government shuts down?:
Washingtonian's Benjamin Freed explains who still has to go to work, who stays home, who gets paid and what to expect if there is a shutdown: http://bit.ly/2FSW9Ph

Throwback: Remember the baby boom that Washington, D.C., experienced roughly nine months after the 2013 government shutdown? Good times. http://nbcnews.to/2FTaxHB

IN OTHER NEWS:

There's an investigation about illegal funneling of money that involves Russia -- DRIIIIINK:
Via McClatchy's Peter Stone and Greg Gordon, the FBI is looking into whether a top Russian banker illegally gave money to the National Rifle Association (NRA) in an effort to help President Trump during the 2016 presidential race. Who: "FBI counterintelligence investigators have focused on the activities of Alexander Torshin, the deputy governor of Russia's central bank who is known for his close relationships with both Russian President Vladimir Putin and the NRA." http://bit.ly/2Ds36Zm

I can't get enough White House behind-the-scenes tidbits:
Via CNN's Kaitlan Collins, here's a look at President Trump's morning "executive time." For example: "The President has multiple cellphones, which senior aides have privately but jocularly referred to as 'Trump One' and 'Trump Two,' but he prefers to make calls from the landline and through the White House switchboard in the morning." http://cnn.it/2mPPjCA
