A shutdown of the federal government is looming with opposition in the House and Senate to a GOP bill that would keep the government open for another month.

Without action by Congress, the government will shut down on Saturday.

WHIP LIST: Shutdown looms as Senate lacks votes to pass House spending bill
The Senate lacks the votes to pass a House GOP spending bill.

Thirty-eight Democrats have come out in opposition to the measure, which is also facing opposition in the House.

Three Republicans also say they will vote against the bill, leaving it short of the 60 votes necessary to pass it if it can get through the lower chamber.

While it is possible that members could shift their positions, it definitely means the federal government is closer to a shutdown than it has been since a 16-day closure in 2013.

Senate votes to extend NSA spying program
The Senate on Thursday passed an extension of a government surveillance program, sending the bill to President Trump's desk.

Senators voted 65-34 on the bill, which includes a six-year extension with minimal changes to the National Security Agency (NSA) program.
