The Hill 12:30 Report
Presented by The Embassy of the United Arab Emirates

NEWS THIS MORNING

Well, I know who ~won't~ be receiving a presidential pardon for Christmas:

This morning, President Trump said his former personal lawyer Michael Cohen does not deserve any leniency for his prison sentence because Cohen is cooperating with the special counsel investigation. http://bit.ly/2rhwTfC

Trump tweeted -- ouch: "He makes up stories to get a GREAT & ALREADY reduced deal for himself, and get his wife and father-in-law (who has the money?) off Scott Free [sic]. He lied for this outcome and should, in my opinion, serve a full and complete sentence." Trump's full tweets: http://bit.ly/2E1Cv58

FROM THE WHITE HOUSE

It's a he said, Xi said situation:

This morning, President Trump touted strengthening relations between the United States and China after meeting with Chinese President Xi Jinping at the Group of 20 summit. http://bit.ly/2RxysBx

Trump tweeted: "President Xi and I have a very strong and personal relationship. He and I are the only two people that can bring about massive and very positive change, on trade and far beyond, between our two great Nations. A solution for North Korea is a great thing for China and ALL!" http://bit.ly/2KQ24rr

WHAT SPARKED THE TWEET:

Sunday, President Trump announced, "China has agreed to reduce and remove tariffs on cars coming into China from the U.S. Currently the tariff is 40%." http://bit.ly/2zE1rwK

HOLD YOUR HORSES:

"White House trade adviser Peter Navarro on Monday did not confirm whether China agreed to reduce tariffs on imported automobiles, which President Trump cited as a key concession made by Beijing in a trade ceasefire." Navarro said on NPR: "That certainly came up as well in discussions. So, that's just one of the many tariffs that have to be reduced." http://bit.ly/2Qvub4A

TRUMP ALSO TWEETED THIS MORNING -- THROWING PUTIN INTO THE MIX:

"I am certain that, at some time in the future, President Xi and I, together with President [Vladimir] Putin of Russia, will start talking about a meaningful halt to what has become a major and uncontrollable Arms Race. The U.S. spent 716 Billion Dollars this year. Crazy!" http://bit.ly/2KOhZXb

It's Monday. I'm Cate Martel with a quick recap of the morning and what's coming up. Send comments, story ideas and events for our radar to cmartel@thehill.com -- and follow along on Twitter @CateMartel and Facebook.

Road closures expected in the D.C. area: Via WTOP. http://bit.ly/2PdAZil

ON CAPITOL HILL

Technically we're four days from a government shutdown, but…:

Lawmakers are considering a short-term government funding bill to push the fight over border wall funding until after former President George H.W. Bush's funeral. https://nyti.ms/2KPcV4Q

HOW SHORT-TERM ARE WE TALKING?:

Via The Hill's Melanie Zanona, Democrats prefer a week; Republicans prefer two weeks. Stay tuned. http://bit.ly/2rgY0HR

WHAT ELSE IS HAPPENING IN CONGRESS THIS WEEK:

http://bit.ly/2SrDf7E

THERE WON’T BE ANY VOTES UNTIL WEDNESDAY:

Congress returns to Washington today, but votes are delayed until Wednesday because of former President George H.W. Bush’s death. http://bit.ly/2zEeNt4

Postponed:

President Trump's meeting with House Minority Leader Nancy Pelosi (D-Calif.) and Senate Majority Leader Charles Schumer (D-N.Y.) has been postponed because of the funeral for former President George H.W. Bushhttp://bit.ly/2FTXDNv

Funny tidbit -- we're all children at heart:

New members of Congress chose their Capitol Hill offices through a lottery. Each new member pulled a number, ran around to scope out the vacant offices and then picked their new offices based on the number he or she pulled. The process is pretty funny -- yes, there were dance moves. Watch: http://bit.ly/2DZ5FBW

Wedding bells on Capitol Hill last Friday:

Rep. Dan Newhouse (R-Wash.) married Joan Galvin in the U.S. Capitol last Friday after the House adjourned. Who officiated: The chaplain of the House of Representatives, Rev. Patrick J. ConroyThe best man: Rep. Pete Sessions (R-Texas). https://cnn.it/2zFoiYH

TIDBIT FROM POLITICO'S SARAH FERRIS -- THIS EXPLAINS THE BOOZE:

"ok NOW I understand why staffers were carrying so much champagne into Session's [sic] offices at like 10 a.m." http://bit.ly/2PfYHdL

CAMPAIGN NEWS

Everyone wants to be the next 'Obama' candidate:

Via The Hill's Amie Parnes, "Enthusiasm for a White House bid by Rep. Beto O'Rourke is soaring after he came within 3 percentage points of Sen. Ted Cruz in the Texas Senate race. O'Rourke, seen as more of a dark-horse candidate in 2020 just a few weeks ago, is suddenly being embraced by former aides to President Obama, who are comparing him to their former boss. And he's not ruling out a White House run after dismissing it as a Senate candidate."

Another Dem getting a fresh look: "Sen. Sherrod Brown … is openly considering a run for the White House. Democrats are giving him a fresh look, too, given his win in a perpetual swing state where President Trump handily defeated Democratic presidential nominee Hillary Clinton in 2016." http://bit.ly/2DZbXSk

New -- someone wants to stay in the Senate:

Sen. John Kennedy (R-La.) announced he will not challenge Louisiana Gov. John Bel Edwards (D) in the 2019 governor's race. In his words: "It is such an honor to represent the people of Louisiana in the United States Senate. Right now, that's where I think I can do the most good." Context: http://bit.ly/2BO504T
