The Hill 12:30 Report

LATEST WITH THE NUNES MEMO:
'Little Adam Schiff'? Wouldn't 'Small Schiff' or 'Shrimpy Schiff' have a better ring to it? Just saying.:

This morning, President Trump bashed Rep. Adam Schiff (Calif.), the ranking Democrat on the House Intelligence Committee. Trump tweeted: "Little Adam Schiff, who is desperate to run for higher office, is one of the biggest liars and leakers in Washington, right up there with Comey, Warner, Brennan and Clapper! Adam leaves closed committee hearings to illegally leak confidential information. Must be stopped!" Who he was referring to: Former FBI Director James Comey; Sen. Mark Warner (D-Va.), the vice chairman of the Senate Intelligence Committee; former CIA Director John Brennan; and former Director of National Intelligence James Clapper. Why Trump is going after Schiff: Schiff has been a vocal critic of the controversial Republican-released memo that accuses the Justice Department of abusing surveillance powers. http://bit.ly/2FNwNS3
SCHIFF FIRES BACK:
Rep. Adam Schiff (D-Calif.) tweeted back at the president: "Mr. President, I see you've had a busy morning of 'Executive Time.' Instead of tweeting false smears, the American people would appreciate it if you turned off the TV and helped solve the funding crisis, protected Dreamers or...really anything else." http://bit.ly/2GP1uYw
LATER TODAY:
The House Intelligence Committee will vote on whether to release the Democratic rebuttal to the controversial Republican memo. http://bit.ly/2E658zC
OP-ED:
Gen. Michael Hayden, former director of the CIA and of the National Security Agency, explains the danger of injecting politics into oversight of American intelligence agencies. http://bit.ly/2E00lj0
SCENARIOS FOR THE DEM RELEASE:
Politico's Kyle Cheney explains what will need to happen for the Democratic memo to be released:

-- "If House Intel votes today to release the Democrats' memo, President Trump has five days to review it." http://bit.ly/2nIjagL

-- "If he objects to its release, the committee then votes on whether to send it to the full House." http://bit.ly/2nIjagL

-- "If the committee votes to send it to the full House, then any single member can force a secret session to vote on overruling the president." http://bit.ly/2nH9O4H

-- "One twist though: If Trump disapproves, it would force lawmakers to release information that is still CLASSIFIED. By declassifying the GOP memo, Trump gave lawmakers cover from attacks they were revealing classified intel." http://bit.ly/2E2WQZe

Nunes didn't get a nickname :( -- no 'Knowledgeable Nunes, 'Daring Devin' or 'Nimble Nunes':
President Trump this morning praised House Intelligence Committee Chairman Devin Nunes (R-Calif.) for leading efforts to release a classified memo that accuses the Justice Department of surveillance abuses. Trump tweeted: "Representative Devin Nunes, a man of tremendous courage and grit, may someday be recognized as a Great American Hero for what he has exposed and what he has had to endure!" http://bit.ly/2E3gt3p

LATEST WITH THE IMMIGRATION DEBATE:

New immigration legislation -- but don't get too attached to this just yet:

Via The Wall Street Journal's Kristina Peterson and Laura Meckler, Sens. John McCain (R-Ariz.) and Christopher Coons (D-Del.) are introducing immigration legislation in an effort to reach a budget deal before the federal government's current funding runs out on Friday. What the deal would include: It would provide recipients of the Deferred Action for Childhood Arrivals program an opportunity for citizenship while ordering a study to figure out what border security measures are needed. Why the president may not be thrilled: This deal wouldn't provide funding for the border wall. http://on.wsj.com/2nLePIK

THIS WEEK IN CONGRESS:

Shut 'er down -- take 5:
Republican lawmakers fresh off their annual GOP legislative retreat will be confronting an all-too-familiar problem when they return to Washington on Monday: avoiding a government shutdown. http://bit.ly/2FLFEDY

The likely plan: A six-week funding bill that would keep the government's lights on until March 23.

Could we have another shutdown?: Yes, but it's unlikely. It is still unclear whether frustrated defense hawks will go along with the plan to pass a funding bill without a boost for the military.

Later this week: House Democrats leave for their retreat Wednesday, so Congress is hoping to pass legislation tomorrow to keep the government open.

WHAT ELSE IS HAPPENING IN CONGRESS THIS WEEK:
Sexual harassment legislation: Bipartisan legislation to overhaul Capitol Hill's sexual harassment policies is expected to move forward this week.

Nominations: At 5:30 p.m. EST today, the Senate will vote on Andrei Iancu's nomination to be the director of the United States Patent and Trademark Office. http://bit.ly/2E3NV5A

IN OTHER NEWS:

Back, back, back it up:
Via Reuters, the U.S. military has started to draw down its troops in Iraq. Why now: Iraqi forces announced they have defeated the Islamic State in Iraq and Syria. For context: "The United States had more than 5,500 troops in Iraq at the height of the battle of Mosul in July 2017, making up about half the total force deployed by the coalition in the country." http://reut.rs/2sfZcyD

Happening tomorrow -- having a car in space is just practical:
Via Time, "a ruby red Tesla Roadster owned by billionaire Elon Musk is set to be fired-off into space tomorrow on SpaceX's Falcon Heavy rocket. Musk's space company hopes to launch the rocket, which it calls 'the most powerful operational rocket in the world,' from NASA's Kennedy Space Center in Florida on Tuesday in a bid to see if it can send a payload into orbit." Photos: http://ti.me/2s7XRcV

Just in case you missed this celeb news, here's the short version:
After months of speculation over whether reality TV star Kylie Jenner, 20, was pregnant, Jenner had a baby girl last night. Why I'm even mentioning this: The Kardashian-Jenner clan kept her pregnancy a secret, which only made the speculation more intense. Also: This family is public about nearly everything. The 11-minute video Jenner released: http://bit.ly/2nKqGa1

And because you made it this far, here's an owl sneaking into the kitchen for a late-night snack: http://bit.ly/2nMHP2y
