2020 census to include citizenship question | Why Dems are worried | ZUCKERBERG TO TESTIFY | Former justice calls for repealing Second Amendment | Retired officers slam new transgender ban | Russia, China pull ahead in missile technology | Trump approval rises in CNN poll

TRENDING OP-ED

A former Supreme Court justice: Buh bye, Second Amendment!:

Retired Supreme Court Justice John Paul Stevens is calling for a repeal of the Second Amendment, calling the right to bear arms outdated and misunderstood. Keep in mind: Stevens is a Republican, but leaned liberally when on the Supreme Court.

EXCERPT -- WOW:

Speaking of the rallies against gun violence on Saturday, Stevens wrote: "That support is a clear sign to lawmakers to enact legislation prohibiting civilian ownership of semiautomatic weapons, increasing the minimum age to buy a gun from 18 to 21 years old, and establishing more comprehensive background checks on all purchasers of firearms. But the demonstrators should seek more effective and more lasting reform. They should demand a repeal of the Second Amendment." https://nyti.ms/2IYIxUj

TIDBIT -- NEW DETAIL FROM LAST WEEK'S MARYLAND SHOOTING:

Via CNN's Jason Hanna, "Although a school resource officer did fire at the teen who'd shot two fellow students at a Maryland high school last week, the shooter died of a bullet from his own gun, authorities say." https://cnn.it/2uo2AbB

GETTING TRACTION

A citizen? Or not? That is the question:

The Commerce Department is adding a question about citizenship status to the 2020 census. How long since this question has been asked: 1950. Why Democrats are worried about this: They are worried that will lead some immigrants not to respond. Some argue "that an undercount in regions with high immigrant populations would lead not only to unreliable data but also to unfair redistricting, to the benefit of Republicans." https://nyti.ms/2pOha6S

OTHER CENSUS CONCERNS:

Via The New York Times's Michael Wines, census experts are already worried about the 2020 census. Keep in mind: "Preparations for the count already are complicated by a sea change in the census itself: For the first time, it will be conducted largely online instead of by mail." Other reasons officials are worried about the 2020 census: https://nyti.ms/2IUtqeA

FIRST IN THE HILL

Retired generals and admirals are not OK with Trump's transgender ban:

More than 20 retired generals and admirals released a new statement opposing the latest iteration of President Trump's ban on transgender people in the military. Excerpt: "There is simply no reason to single out brave transgender Americans who can meet military standards and deny them the ability to serve," the 26 officers wrote in their statement, obtained first by The Hill from the Palm Center, which researches issues of gender and sexuality. http://bit.ly/2GAOOaF

NOTABLE SIGNATURES INCLUDE:

Retired Vice Adm. Donald Arthur, former surgeon general of the Navy; retired Vice Adm. Kevin Green, former deputy chief of naval operations for operations, plans and policy; retired Lt. BACK STORY:

Last Friday, the White House announced a policy that would ban most transgender people from the U.S. military. Didn't Trump do this before?: Yes, but he rescinded that policy for this updated policy. Exceptions to the ban: "Exceptions to the ban include people who have been 'stable for 36 consecutive months in their biological sex prior to accession,' servicemembers who 'do not require a change of gender' and troops who started serving under the Obama administration's policy prior to the new memo." https://cnn.it/2DYBSWv
