The Hill 12:30 Report

TALK OF THE MORNING:
Gotta love that whole Democracy thing:
Omg, you guys. This woman decorated a 'lamb' cake for Democratic candidate Conor Lamb. / Credit: Getty

Via The Hill's Lisa Hagen and Ben Kamisar in Canonsburg, Pa., the House special election in Pennsylvania was too close to call Wednesday morning, with Democrat Conor Lamb leading by 641 votes but with more than 1,000 absentee votes still to be counted. Just how close it is: With 100 percent of precincts reporting, Lamb is winning by just two-tenths of a percentage point. The likely scenario: Lamb's chances of completing an upset win over Republican state Rep. Rick Saccone were promising, and the Democrat declared victory early this morning. http://bit.ly/2Dr1FXj
WHY THIS RACE IS SO IMPORTANT:
Even without a declared victor, the results illustrate the challenge Republicans face even in a district President Trump won by more than 20 percentage points just 16 months ago: Voters who were motivated to show up for Trump are far less motivated to show up for other members of his party, even when Trump himself implores them to vote. http://bit.ly/2paDNCF

NEWS THIS A.M.:

Theresa May to Russia -- Take. That.:
Via The New York Times's Richard Pérez-Peña, "British Prime Minister Theresa May expelled 23 Russian diplomats on Wednesday, blaming Moscow for the poisoning of a former Russian spy and sharply escalating the dispute between the two countries." May "described it as the biggest expulsion in more than 30 years." http://nyti.ms/2Duoqtq

HAPPENING TODAY:

First legislative action since the Florida shooting:
Via The Hill's Melania Zanona, the House is poised to easily pass a bipartisan bill focused on school safety. What it includes: It would create a new grant program to help educate students and teachers about how to spot and report signs of gun violence. What it doesn't include: Any new gun control. http://bit.ly/2pb3MKi
MEANWHILE...:
Today's vote happens to coincide with a nationwide walkout at high schools protesting inaction on gun control. Live updates on the walkout: http://nyti.ms/2pexv4t
WHEN THE WALKOUT STARTED:

WHY STUDENTS ARE WEARING ORANGE FOR THE WALKOUT:
Via CNN, "The color choice dates back to at least 2013 when 15-year-old Hadiya Pendleton was shot and killed in Chicago. ... Her parents ... picked the color orange to honor her and to call for gun reform." http://cnn.it/2HyYuyW

Happening now at the Capitol:
Lawmakers are joining students outside the U.S. Capitol to protest gun violence.

LATEST WITH THE GOVERNMENT FUNDING FIGHT:

I SWEAR if we have another government shutdown...:
Via The Hill's Jordain Carney and Niv Elis, Congress is scrambling to avoid its third government shutdown of the year. Republicans had hoped to vote this week to buy themselves more time before the March 23 deadline, but that timeline appears to be slipping in a standoff on controversial policy riders. The likely scenario ahead: http://bit.ly/2pbAH1z

He was 76." His obituary: http://nyti.ms/2tRICG0
