T-MINUS TWO DAYS UNTIL THE GOVERNMENT SHUTS DOWN
^^I'm starting to think I need a keyboard shortcut for this phrase.
You guys, we may have ANOTHER short term spending bill to keep the government open -- *screams internally*:

Via The Hill's Juliegrace Brufke, administration officials said they now expect Congress to pass a short-term spending bill to avert a third government shutdown this year (!!). Why: Lawmakers are scrambling to finalize a must-pass omnibus spending bill. Raising the stakes: White House legislative affairs director Marc Short told CNN Tuesday that negotiators are getting closer to an agreement, but there "too many obstacles to tackle" to pass it by Friday's funding deadline. http://bit.ly/2FXTP9t
NO LONGER HAPPENING TODAY:
House GOP leaders had hoped to pass the massive omnibus spending bill today to give the Senate until Friday to pass it. But partisan fights over unrelated policy issues that may be included in the bill -- accompanied by this freak March snowstorm -- thwarted those plans. Now: The risk of a partial government shutdown is higher. http://bit.ly/2DKfXCg
TIDBIT IN THE OMNIBUS -- WE'LL GIVE YOU A SMALL BORDER FENCE, NOT A WALL:
Via The Hill's Niv Elis, the $1.3 trillion spending package could include money for border barriers, but not President Trump's wall. Details: The White House has demanded $1.6 billion in border wall funding, but the deal may include just $641 million for 33 miles of new border fencing -- plus funding for new border technology. Yeah, but: The funding would only be used for levees and fences, not a concrete wall, according to the source familiar with the discussions. http://bit.ly/2FZQabp

'Neither snow nor rain nor heat nor gloom of night...' http://bit.ly/2GRhzxu:
House Majority Leader Kevin McCarthy (R-Calif.) appeared on Fox Business this morning and reassured that Congress will be in session today despite the federal government closing for the snow. Quote: "Government may be shut down, but Congress is not. We will still vote." http://bit.ly/2IFTR7y

It's a snowy Wednesday in Washington, D.C.! Promise me you'll throw at least one snowball today if you're near snow. I'm Cate Martel with a quick recap of the morning and what's coming up. Send comments, story ideas and hot chocolate recipes to cmartel@thehill.com@CateMartel and on Facebook.

NEWS THIS MORNING:

The Texas serial bombing suspect is dead:

Officials in Austin, Texas, say a suspected serial bomber is dead after a standoff with police overnight. What happened: Authorities tracked down the suspect and surrounded his car. He then detonated a bomb inside his vehicle. http://bit.ly/2DIoGFf

This is good news, but keep in mind: Police don't know where the suspect has been for the past 24 hours and warn there could be more suspicious packages. It's also still unclear whether the suspect acted alone.

What we know about the suspect: Authorities identified him as 24-year-old Mark Anthony Conditthttp://cnn.it/2pslHwq

NEW DETAILS:
Via the Austin Statesman, "In 2012, when he was 17 years old, Austin bombing suspect Mark Conditt laid out his political views in a series of blog posts he wrote for an Austin Community College course on U.S. government. On the blog, Conditt described himself as a conservative. He wrote that he was against gay marriage and abortion and in favor of the death penalty. He also wrote that he supported doing away with the sex offender registration system." https://atxne.ws/2puGheI

Under no circumstances will you sing 'Happy Birthday' to that man:
Via The Washington Post's Carol D. Leonnig, David Nakamura and Josh Dawsey, "President Trump did not follow specific warnings from his national security advisers Tuesday when he congratulated Russian President Vladimir Putin on his reelection -- including a section in his briefing materials in all-capital letters stating 'DO NOT CONGRATULATE,' according to officials familiar with the call." http://wapo.st/2FVLnHJ
HOW TRUMP REACTED TO THIS REPORT -- EH, NOT WELL TBH:
Via CNN's Kaitlan Collins and Jeff ZelenyPresident Trump was furious after the news quickly leaked that he was instructed not to congratulate Russian President Vladimir Putin on his reelection. "Trump was fuming Tuesday night, asking his allies and outside advisers who they thought had leaked the information, noting that only a small group of staffers have access to those materials and would have known what guidance was included for the Putin call, the source said." http://cnn.it/2FVLC5B
ANOTHER DAY, ANOTHER TWEET ON THE RUSSIA INVESTIGATION:
This morning, President Trump cited an argument from Harvard law professor Alan Dershowitz on why a special counsel shouldn't have been appointed. The gist -- Trump quoting Dershowitz: "There was no probable cause for believing that there was any crime, collusion or otherwise." http://bit.ly/2ptLAfe

Bring. Us. The. Zuck:

BACK STORY
