The Hill 12:30 Report

TALK OF THE MORNING:
Uh, has anyone checked on Sam Nunberg today??:
How I imagine Robert Mueller reacting right now: 'Really, dude?' / Credit: Greg Nash

San Nunberg, a former aide to President Trump's campaign, went on a "Tour de Cable News" yesterday with a bizarre series of interviews. What sparked this: Nunberg said he'd received a subpoena from special counsel Robert Mueller demanding his correspondences with Trump. http://bit.ly/2tinuZb
HIGHLIGHTS -- AND BECAUSE I'M FULL OF ADVICE:

Suggestion No. 1 -- Don't dare someone to throw you in jail: Nunberg said Mueller's request was too burdensome and that he would not comply with the order. He dared Mueller to throw him in jail.

Suggestion No. 2 -- Be careful about sharing unverified claims: Nunberg made a number of unsubstantiated allegations, including that former Trump campaign adviser Carter Page conspired with the Russians during the 2016 presidential race.

Read suggestion No. 2 again -- Gulp: Nunberg also suggested in an interview with MSNBC that President Trump himself "may have done something during the election," but acknowledged that he wasn't certain. http://bit.ly/2HbblaC

Live look at Sam Nunberg's legal team ;) --> http://bit.ly/2D3tk0e

Then at the end of the day -- jk, I'll cooperate!:
After a day of erratic media appearances insisting he would not comply with a subpoena from special counsel Robert Mueller, Sam Nunberg told The Associated Press that he would, in fact, cooperate. Makes sense...http://bit.ly/2Fsad5g
BACK STORY -- 'WHO IS SAM NUNBERG? THE WORLD WANTS TO KNOW':
The Washington Post's Kyle Swenson explains who Sam Nunberg is. The gist: The 36-year-old former Trump campaign staffer was by Trump's side early on. But he was let go from the campaign after racist social media posts he wrote resurfaced. He has since sparred with Trump, who sued him, claiming he violated a confidentiality agreement. http://wapo.st/2FWOX5a

BREAKING:

Bad news bears for Kellyanne:

White House counselor Kellyanne Conway violated the Hatch Act twice, according to the Office of Special Counsel (OSC). What that means: Conway endorsed and advocated against political candidates in her official capacity. Specifically: When she shared views about the Alabama senate race on Fox News and CNN in 2017. http://bit.ly/2oUgrQO

From the OSC report: "While the Hatch Act allows federal employees to express their views about candidates and political issues as private citizens, it restricts employees from using their official government positions for partisan political purposes, including by trying to influence partisan elections."

What a violation means: Hatch Act violations committed by White House staff are typically handled by the president. Consequences for violating the law range from an official reprimand to a civil penalty of up to $1,000. Other penalties include suspension, termination or even debarment from federal employment for up to five years. http://bit.ly/2oUgrQO

LATEST FROM THE WEST WING:

Gotta keep your party on their toes!:
President Trump is publicly breaking with congressional Republicans on trade and guns, causing tensions within the party at a time when lawmakers hope to be united ahead of the midterm elections. Why -- according to Republican strategists and nonpartisan political experts: They say Trump appears to be looking beyond this fall's elections, when GOP control of Congress is at stake, to his own bid for a second term in 2020. http://bit.ly/2FZLV0a
TIDBIT ABOUT NOVEMBER:
Via The Hill's Scott Wong, Republicans say House Majority Leader Kevin McCarthy (R-Calif.) has a clear path to succeeding Speaker Paul Ryan (R-Wis.) in November -- if Republicans lose the House and he runs for minority leader. http://bit.ly/2FliXa3
IN THE ELOQUENTLY WORDED LYRICS OF T-SWIFT, 'SHAKE IT OFF, SHAKE IT OFF':
President Trump says there is "no chaos" in the White House, but he did warn that more staff changes could be coming. http://bit.ly/2Fj0XRt

FIRST IN THE 12:30 REPORT:

New ad alert:
ReBuild USA is releasing a new digital ad campaign pushing back on groups like The Heritage Foundation, which argue that the United States' infrastructure is actually "in satisfactory condition." The campaign is urging Congress to act on infrastructure. The digital ad campaigns targets: Eleven states -- Pennsylvania, Ohio, Michigan, Wisconsin, Illinois, Indiana, New York, New Jersey, California, Texas and Florida. What the ads look like: http://bit.ly/2Fw4xXI

LATEST ON NORTH KOREA:

The photo for this story reminds me of 'The Godfather,' except, well, it's Kim Jong Un, lol:
North Korea has promised to stop testing nuclear missiles if the United States holds talks with the country, according to South Korea. How we know: According to The Associated Press, an official in South Korea's presidential office said that North Korean officials are ready for "heart-to-heart" discussions with the U.S. What Pyongyang is ready to discuss: Denuclearization and normalizing relations with Washington. http://bit.ly/2oMvrBe
FASCINATING PERSPECTIVE:
Business Insider breaks down why North Korea sent hundreds of cheerleaders to the Olympics and how they chose them: http://bit.ly/2FgqV3Z

CHANGES TO THE SENATE:

Another open Senate seat:
Yesterday, Sen. Thad Cochran (R-Miss.) said he plans to resign from the Senate next month due to health issues. When he will resign: April 1. Was this surprising?: Not really. Cochran's future had been the subject of speculation for months. What his exit means: It puts the powerful Senate Appropriations Committee gavel up for grabs and will likely trigger a fierce intraparty fight back in his home state to succeed him. http://bit.ly/2HcTjo7
ABOUT COCHRAN'S REPLACEMENT:
Via WLOX News, "Within the next ten days of Cochran's official resignation, Mississippi Governor Phil Bryant will name a temporary replacement in the Senate. Because Mississippi already has a statewide Congressional election set for November, the special election to fill Cochran's seat will be held at that time." Potential replacements: Mississippi Lt. Gov. Tate Reeves and Secretary of State Delbert Hosemann, both Republicans. http://bit.ly/2tkp0Kj
IT'S THE GOP'S RACE TO LOSE, BUT...:
Via FiveThirtyEight's Nathaniel Rakich, "Like Alabama, a Mississippi special election will be a steep uphill climb for Democrats, but like Alabama, the seat could fall into their hands under the right circumstances." Reasoning: http://53eig.ht/2I6529t
