The Hill 12:30 Report

LATEST WITH THE TRADE DEBATE:
AH, we have a catch!:
President Trump says he could lift tariffs if Mexico and Canada negotiate a better trade deal. / Credit: Getty

This morning, President Trump said that the tariffs he announced on steel and aluminum imports will "come off" Mexico and Canada if there is "a new & fair" North American Free Trade Agreement. He then tweeted: "Also, Canada must treat our farmers much better. Highly restrictive," Trump said. "Mexico must do much more on stopping drugs from pouring into the U.S. They have not done what needs to be done. Millions of people addicted and dying." http://bit.ly/2FpUbsA
TIMELINE -- IF YOU FEEL LIKE THIS IS ALL HAPPENING QUICKLY:
Here's a timeline of President Trump's bombshell announcement on tariffs and the fallout. http://cnnmon.ie/2oGTNMH
HOW CONSERVATIVES ARE REACTING -- NOT WELL:
Via The Hill's Niv Elis, conservative advocacy groups laid into President Trump's proposed tariffs on steel and aluminum, saying the import taxes would harm American consumers. http://bit.ly/2oJpBQS
^^PAUL RYAN ISN'T THRILLED EITHER:
Speaker Paul Ryan (R-Wis.) targeted President Trump's tariffs with an email that highlighted a drop in the stock markets. http://bit.ly/2I6Vprc

GETTING TRACTION:

'What happens in Congress stays in Congress'

It's like a Vegas weekend, except with more monochromatic getups -- and even more cowboy boots:

Via Vox's Rachel Wolf, unpaid interns on Capitol Hill are required to sign nondisclosure agreements. "Employment lawyers reviewed two Hill NDAs obtained by Vox and said they are written in a way that could discourage interns from speaking up about anything, potentially protecting members of Congress and their staff even in cases of harassment or abuse." http://bit.ly/2FgR0jA

Lol: The Wall Street Journal's Byron Tau tweeted, "You have to appreciate a Hill intern that leaks the non-disclosure agreement they were asked to sign to a reporter. You'll fit in just fine here on the Hill, kid." http://bit.ly/2FTZZIs

LATEST FROM THE WEST WING:

All I can picture is the dean from Animal House -- 'Daniel Simpson Day... HAS no grade point average. All courses incomplete.' http://bit.ly/2FTS1z9

Via The Associated Press's Jonathan Lemire and Catherine Lucey, chief of staff John Kelly is frustrated with White House advisers Jared Kushner and Ivanka Trump and has questioned what the couple does during the day. http://bit.ly/2FdgC51

THIS WEEK IN CONGRESS:

Give me a G-U-N. Give me a B-I-L-L, what does that spell? *garbled mumbling*:
Via The Hill's Jordain Carney, the Senate is turning to banking reform this week as a push on gun control appears stalled with no clear path forward. More on the banking legislation: The financial legislation will bring Congress another step closer to passing its first rewrite of the Dodd-Frank financial reform bill, which was enacted nearly eight years ago. Details of the bill: It would provide smaller institutions and community banks relief from regulations and rules established under Dodd-Frank, which they argue made them less competitive. http://bit.ly/2oRaFQ6
WHAT *IS* HAPPENING IN CONGRESS THIS WEEK:

Energy and environment: The House is expected to vote on a pair of energy and environment bills this week.

Regulations: The House is expected to vote on the Comprehensive Regulatory Review Act on Tuesday. The measure is aimed at eliminating outdated or unnecessary regulations.

TAP, TAP -- IS THIS THING ON?:
Legislating on Capitol Hill is quickly screeching to a halt, despite loud calls for action on guns and immigration. More on why lawmakers are at an impasse: http://bit.ly/2FYhyHy
GUN PROPOSALS -- WHAT CONGRESS IS ACTUALLY CONSIDERING:
Here is a list of the proposals Congress is looking at to change gun laws: http://bit.ly/2FTMfNW
OP-ED:
Rhodes College professor Robert Francis Saxe on what activist students from Marjory Stoneman Douglas High School can learn from former President Bill Clinton's assault weapons ban. http://bit.ly/2I5jpej

IF YOU MISSED THE OSCARS:

...Because everything is political these days:
Via The Hill's Judy Kurtz, here's a list of the six most memorable political moments from the Oscars last night. http://bit.ly/2oIJ702
